Exploitations is capitalism -- making the current structure more capitalist than a pseudo free market that would allow boosters to pay outrageous amounts of money to recruits for their autographs.
It's opens pandora's box.
"Come to LSU and this guy will give you 500k for your autograph".
It ruins the integrity of the entire system.
Full cost of attendance, from meals to housing to allowance -- with some kind of back end financial payout possibly, depending on service time ect. That's the route that should be taken.

I hope for your teams sake that he doesn't have to clear the SEC after he clears the NCAA... The time it has taken for the SEC to process Travonte Valentine's records is borderline criminal.
