My guess is LSU had some type of agreement in place and the judge is saying honor it
Might be why sec is mad we are telling them cool rule but we have a contractual agreement

Not a lawyer either, but the constitution give the judicial branch the power to make decisions which interpret the laws.
I guess the power comes from law enforcement who can detain and arrest people on behalf of the court if these laws are not followed.
