When talking to someone from a foreign country (while you are in their country), is it appropriate to just say you're from the United States? Or should you specify which state?
On one hand, I feel like they could get offended if you were to just say you were from the United States, because of course they can tell that is where you're from. But also if you specify which state they might feel like you are arrogant in assuming they know all of the states.
Is the key to first say the US and then immediately say which state?

They won't. When I was overseas they all thought I was Australian.

Just say the States and they'll just nod and look disgusted.

I've experienced both of my scenarios, and am unsure how to respond appropriately

Flip them the bird and screech like an eagle because god dammit you're an American male and need to establish dominance

You don't have to use sarcasterisks here. It's a safe place

I always just used Texas before doing something ill or remorseful

Not sarcasterisks...
We really need to have a kicker tryout at the student health center at 6.

This douche normally contributes nothing more than the score of Houston Nutt's last game. But mention reasons for eating shite and he springs into action and covers the topic like he has a PhD in it. Does State College give out such degrees?

I always go with US first and then state if they ask. People from France always seemed to be interested or sometimes feign interest in Louisiana.

Nothing says Paris like walking around with a bucket of fried chicken yelling Tiger Bait at everyone.
