I don't see the bill passing, it's already been amended once and will likely be amended again.
I do like the stipulation that ties the funds to degree completion. An athlete receives hypothetically $25,000/yr with his remaining distribution going into a fund that will be disbursed after his degree is completed. IF he transfers in-state then the fund follows him and the new school administers it. If he transfers OOS the entire fund is forfeited.
That's definitely and incentive to keep the talent in-state and it forces that talent to obtain an actual degree to get the majority of the $$.

Actually it will kill the majority of non revenue sports and the massive money Football for example gives to the institution for other programs.
You can say goodbye to most sports except for Football, Basketball and in some cases baseball and potentially womens basketball.
You can say goodbye to Track, Softball, Swimming, Soccer, etc etc.
Schools will not have the money to fund those sports.
Yet again California going full retard.

Bill will die in committee. The ADs will lobby it away…the schools have billions into developing their programs and next years athlete would need to compensate the program for program development cost …

They not gonna blow up NIL, they gonna blow up college athletics. This will be the death of many schools athletic programs and especially California teams. If this law schools on California will have problems trying schedule teams outside of California. No way a student athlete should get 50% profit sharing. I believe these kids should get something but not 50%.

When a bill looks more like a divorce decree than a proposed law, we might be doing something wrong.
Cost accounting procedures will ensure that profits, if claimed at all, will always be understated.
We should be pretty skeptical of any college sports program alleging they make a true, unsubsidized-in-any-way-whatsoever profit.

I would bet that virtually all do. The magic is in what expenses are paid from other entities, effectively shuffling them off-books.
None of this is as profitable as it looks.
