If Saban had player safety in mind, he'd want to limit the number of blitzers on any given play or make blitzing players declare themselves as blitzers before a play begins. Or perhaps limit the number of snaps where the defense is allowed to blitz in a game.

Exactly, gimmick offenses are designed for weaker teams to try and gain an edge.
By running a HUNH you are saying you can't compete otherwise.

It has nothing to do with safety, they are just being deceitful to pass a rule to help them defend against the HUNH offenses. They are too lazy to get their players in shape.
