Depends. What sport are we talking here? If it a niche sport like baseball where no one can even name who won the title last year that 8 years is plenty of time to fall off. Real sports like football I'd say about 15 years. Do you still consider Miami a football blue blood?

Things have changed. As recently as Fulmer, Tennessee had to recruit strongly outside the state to be what they were. I think Richt being at Georgia, disrupting that Atlanta pipeline is what caused Tennessee's dive.
But demographics have changed. There is some quote or another about Dooley, where he said that population growth in Georgia made it possible for Georgia to be a perennial power.
Anyway that growth has happened in Middle Tennessee, over about the past 15 years.
Don't know if you guys are keeping up with current events, but Middle Tennessee is putting out an arse of prospects now.
Prove me wrong with numbers if you want, but Middle Tennessee is now equivalent to Alabama as a player producer - if it hasn't passed them already.
And the growth in that area isn't slowing. Louisiana is up next. And in the Middle Tennessee area Vandy doesn't exactly poach some in-state propects every year like the Barn does.
Vandy actually could do something, but it will take a coach who can sell academics to recruits - and those recruits are out there. Their footprint will have to be wider than just Tennessee though.
In short, Tennnessee's natural recruiting grounds are better than anyone in the SEC now, not named A&M, Georgia, Florida, or LSU. And they are closing in on LSU.
Just another one of those SEC jobs waiting on a Saban.
Alabama is what they are - right now. But they have to cast their net wider than Georgia or Florida. Those schools can win a national championship with just in-state players. Not that they would limit themselves to just that, but they could.

I wish OU baseball was a “has been” like the 6x National Champion SEC Baseball flagship LSU.
OU has been to only 1 CWS since the new millennium, and only has 10 appearances total to 2 national titles in 1951 (def. Tennessee) and 1994 (def. Georgia Tech).

Oklahoma
Ohio State
Nebraska (currently suspended from the club)
Texas (tenuous)
Michigan (ditto)
Penn State (likewise)
I suppose Tennessee was a member up until the 1970s, but not since then.
New blood might someday be eligible for the club but it requires more than a few good years. Miami looked like a lock, but have fallen off pretty hard. I expect they will be back.

I would say Nebraska football is a good example of "has been". There are a lot of competitive teams not wining championships in all sports. But once you stop being competitive for 10 years, I think you are officially a has been.
