When Ohio State, USC, etc. got their bans it happened well before the season began so they had time to know and prepare
NCAA doesn't want to interfere with the upcoming season. Just like NCAA didn't want to interfere with the 2010 season with Cam and Auburn making a BCS run. Instead NCAA swept it under the rug and found an excuse not to act. This will be the same.
If this was discovered back in January when it happened, discipline would have been ordered. But the season is too near now. NCAA doesn't want that PR disaster
