Correct.
Although, I was unaware they had to offer "fair market value". I wonder how they determine that? Average of all P5 OC's, or no lower than the lowest?

It prevents a team paying minimum wages so the old school picks up the tab.

Oh, I get why, and think it is smart...but how do they determine what is the going rate. Do you know? I have no idea how they would do it. Take the mean, maybe?
