I think I understand what you are saying.

Cops who are off-duty are no longer cops. They're only a cop when they are actually working a shift.

Do you disagree? Cops can't make arrests off-duty (they can make citizen arrests, but so could we).

Every law-enforcement officer I've ever known carried their badge when "off" duty.
