You can indeed be arrested for that strong voice disposition. The law specifically says that if you commit harassing communications in a domestic situation, you're guilty of DV 3rd. Here's one way you can commit harassing communications (text taken directly from the code):
Telephones another person and addresses to or about such other person any lewd or obscene words or language
If you call up your ex and cuss her out, better hope she's the forgiving type or you're heading for a DV charge.

Hopefully that was a joke on his part. That's how I read it.
But I agree that IF this is really the whole story (being that he broke a phone and said some words during a fight) then this arrest is fuarking ridiculous.

it shouldn't be anything more than a fine.
the municipal courts are filled with cases like these and 90% of the time the "victim" is calling the prosecutor's office and the defense attorney trying to get it undone. it's a waste of everyone's time and a complete joke as far as crimes go.

I'm not even sure how you can get arrested for shite like this...fricking stupid. If two people get in an argument, and one of them wants to, they could get the other person arrested 8/10 times. Maybe even more than that.

Two part answer.
Part 1: What Jones did should be a very low level crime. Don't break people's shiat and threaten them. It should not have the stigma of domestic violence attached to it. That enhancement should be reserved for legitimate acts of violence.
Part 2: Unless it is done repeatedly, calling someone up and cussing them out should not be a crime. All they have to do is hang up the phone.

Nick Saban needs to call a press conference and denounce cell phone abuse. If we allow people to break cell phones, where does it stop?
