Having a list of "candidates" for an award presumably based upon performance doesn't make sense. It's not an election, or it shouldn't be. It's like saying someone is setting up great for a big promotion on their first day on the job.

It's losing it's legacy by the year. Right now it's just a popularity contest for a player on a top team. If Bama is winning then Milroe will probably be in first right now because most of the good players are leaving this year or changing teams.
