This is not exactly true. What you may be referring to is called inflation- the theory that at some point shortly after Big Bang the universe expanded far more rapidly than the speed of light. The effect would be- since matter is observed equally distributed in all directions- only be possible if light traveled faster at some point in the past. However space- or more accurately space time- expanded faster at the beginning of the universe.
Suppose that there was a particle that we would name S for space. This particle interacts with a temporal particle/wave that we would call time. The interaction of these two create a region of space-time that is one Planck Length. A Planck Length is the smallest area in which gravitic effects exist in quantum physics (amongst other things).
To give some idea of the scale of one Planck length, if your fist was one Planck length the diameter of a proton would be the size of the Milky Way galaxy. The Space particle & the Time particle/wave are much smaller than a Planck length, perhaps on the order of billion billion times smaller.
Shortly after the Big Bang- on the order of billionths of a second- the area influenced by the Space particle and the Time particle/wave was perhaps much larger. This caused each space-time unit to push against or repel the ones adjacent to it. With none of the Four Fundamental Forces except gravity in existence the universe went from the size of a baseball to several light years across.
Once electromagnetism came in to play the rate of inflation slowed down which allowed the current structure of our universe to form.
The theory of inflation doesn't explain everything of course. And it does not garner the respect that it did when it was first proposed because it raised questions that have yet to be answered and cosmologist have no evidence of the "inflationary field" that the universe passed through. However, no one has ever produced evidence of the speed of light decreasing.

I was shown numbers in school showing a decrease in the speed of light. There was no question about it, and it wasn't some fringe theory.
Granted this was 25 years ago. No idea if anything's come along since then to explain the numbers.

Many experiments have been done showing that the speed of light can be slowed down, all the way down to 38 mph in one. However, I don't know of any information supporting the idea that, in general, the SOL is slowing down over time. Special Relativity says that anything without mass must travel at the SOL.

I have never heard of this outside of creationist circles.
Creationists, particularly "young universe" or 6000 year old earthers claim that light traveled much faster in the past in order to explain why distant objects like galaxies are visible in our telescopes.
If you ever encounter such people on the Internet run from them, flee from them. Explaining the origin of the universe to them is like explaining calculus to a third grader.

I myself am a firm believer in the theory of Incompetent Design as expounded upon by Professor Don Wise. The theory, in essence, declares that if we were designed then whoever designed us was a complete schmuck who made numerous errors in our basic biology.
If there was a Designer then its the only theory that makes sense, namely that whoever the Designer was they weren't very good at their job.
Though I will admit the Pastafarians and their Church of the Flying Spaghetti Monster also have some strong arguments.

We are what we are. We are a genetic roll of the dice that chose for higher intelligence and managed to make it work.
If there is a God then he settled on us when there were quite a few other options he could have taken.

I was traveling in excess of the speed limit in I-20 just the other day. Thankfully it was not detected.
