Honestly, he's right. Dogs are pack animals and without another dog around, they will bark like crazy all the time. If you are only going to have one dog, that's fine, but how about bringing them at least into the garage at night if you don't want it in the house. That will likely help.

They bark at night when they are insecure, those saying get a crate are right. Put it in the garage and bring your dog into it each night if you want a good solution to the problem.

Crate it in your garage. An "outdoor" dog person seems unnaturally stubborn about keeping outdoors when it is impractical. Letting it sleep in your garage, why would you give a shite? It isn't like it is sleeping in your bed.

Bark collar training, once he learns you can take it off and hopefully he wont bark unless you need him to. you might need to put it on him once and a while though. Do you have other dogs around, barking that he can hear?

I dont know how stubborn Beagles are I had a cocker spaniel who did the same thing. I got a shock collar that worked off the viberation when he barked. The first few times it got his attention. Finally got to where he would just bark through it with minor tone changes when it hit... Oh and I tested it... it was working properly

Damn it, it's just a puppy. It's terrified being separated from the pack at night.

My friend got some anti-bark thing that sends a really high pitched sound when they bark. You can turn it on for a while and they will stop. Then you can turn it off in case an intrueder comes or something. If they start barking a lot again, turn it back on. Problem solved
