Because the people of Alabama are retarded and think that the evils of a state run lottery outweigh the educational benefits of a scholarship funded by said lottery.

A lot of political types refer to it as a tax on the poor.
ie. The poors buy the shite out of lottos with no chance to win and waste the shite out of their money.

i don't know many smart people that buy lottery tickets. a few, but they blow 10 bucks a month. not a day.
