It's called discipline, and it's an integral part of some cultures within the Orient, particularly the far east. However, it is slowly eroding because of Western influence. One Large Oriental country is experiencing problems of gargantuan proportions, with no remedy in sight. The higher IQ part really only pertains to two nations.
