What good does it do to have the option to RA and have a thread moved if its going to be ignored?

Every time I RA my request is met. I don't RA much though.

RA buttons must be broke. I know all the game threads for the NBA Finals on the MSB were RA'd to be stickied multiple times, but like only 2 of them were actually stickied.

It's really a crap shoot.
I usually RA for SPAM because that seems to draw the quickest response... Even when it's not SPAM.

I can't grasp what you are saying for some reason. I have a buzz, but I've re-read your quote 5 times.
How would you know the thread will be ignored? And if it would be, and you would know that, why would you RA? Wouldn't it fall off the first page if ignored?
But if it wasn't ignored, and needed to be RA'd, then it should be, correct?
