Because Jefferson Dawg in his infinite douchebaggery has decided that promptness is more important that completeness or quality, a riddle must continue with no story line, additional hints, or proofreading... He surely apologizes in advance for any incompleteness or inaccuracies that will be adjusted as soon as possible once recognized.

With the matrices turned sideways, it is the northern landscape view of Mt Yonah from atop the College Avenue parking deck.

Um... if I give you the complete meaning, it will be a hundred thousand miles easier.

Does it help if I say that each number grouping will either correspond to a letter OR to one of two letters that you might have to select from?

The dots were just method of visually associating the numbers needed to determine the source and position of the letters. So yes, if connected by dots, they must be used together to identify a letter.

In your example, the 12 does signify the same thing, but the other numbers would cause it to likely lead to another letter in the end.
