Only two duplicate letters in the whole phrase seems not possible. This is not entirely alphanumeric. There must be a second layer of rules. But the rules are not apparent, the rules are obscure.

This is fair. There is more than one way to get to the same letter.
One combination of numbers will always get to the same letter, but there are LOTS of ways to get to the same letter from different number combinations.
Coming back to 9 and 22. I've acknowledged that they are components of dates... 2 of them in fact. These dates are *not* the key to solving the number code, rather like your last A Riddle, they are meant to point you in the right direction, only this time they point to the when and who of the phrase.

In order to help with unlocking the number sequences, how about a visual UGA Before and After clue...

Taking a pause to re-examine from a high level, like hannibal lector.
What do I know about this riddle:
Fib slapped it together quickly because he let Jefferson Dawg get him all hot and bothered. He cared about what Jefferson Dawg thought about all this. I would suspect he didn't spend too much time thinking this up, therefore I shouldn't overanalyze. I've probably overthought this so far. There's probably an easier way to back into this.
Fib, can you please go over to the waffle house thread I made and post your go-to meal so my psychoanalysis will be complete?

No need to dignify that assertion with anything other than a hearty chuckle. He asked for speed, I provided. Fast. Cheap. Good. Pick 2. Given that we're all doing this for free, you get one more choice.
The riddle is complete and on my initial glance, appears to be error free. I've actually given a ton of clues. Some noticed some possibly missed.
If you're crying uncle though, I'll throw you a bone.
One came to Athens from somewhere that the other one left for. But this location is only a loose fitting hint. Not the answer you seek.
Ultimately the whole thing was me taking a page out of your book, with a unique cipher of my own.
If you can't get it from this set of clues, I may have to revoke your membership from the GSB mental elites.

It is not. Rig was correct that the link between those two was New Jersey, but has yet to unfold the rest of that clue to figure out what to do with it.
