Football facilities were probably top in the nation circa 05-06 (minus dorms).

Foley was a cheap arse and too egotistical to get involved with the arm's race, plus he had a massive boner for non-revenue sports.

They slow-walked the renovations through McElwain's tenure, after he essentially demanded them as part of his hire.

We had to hit basically rock bottom for the Foley acolytes and those of similar mind throughout the AD to change their mind, then it took another year or so for Bullgators to open their wallets.
