I'm not sure why it actually matters. The long and short of it... don't be a fricking racist. If a black person calls another black person a derogatory word for a black person... is it really even racist?
You can call your friend dipshit without meaning anything derogatory by it... but call a random drunk at a bar a dipshit and you've potentially got a fight on your hands...
No official policy needed... just a little common sense.

I was asking the question because of the investigation aspect. "Investigation" implies a legal or at least policy aspect of the conduct. Thus if the student athlete who yelled the slur had been black and it came to the attention of the university or got reported to the press, would the guy face disciplinary action? Or is it a given (in university rules of conduct) that a member of a protected class cannot racially insult a member of the same class?
