He's not stupid or rallying the unitelligent. It's just political theatre like RB said and like deeprig said, it's a republican primary. But, it should also be pointed out that republican primaries are a totally different animal now....... because the corrupt republican party is split and fractured, Praise God, thanks to the ongoing Trump revolution against the hated establishment. So, now, instead of flipping a coin and picking your favorite establishment crony haircut in the republican primary like how it used to be, now the people actually have somewhat of a choice. It's populist conservatives vs establishment RINO swampers now. Good vs evil. Different parties within a party. So, you've got populist candidates like Kemp and Williams on one side and establishment grease-ball career politicians like Casey Cagle on the other. And the populists know that issues like the 2nd amendment and illegal immigration are popular with the base and that these issues are thorny compromised weak spots for the sniveling Cagles of the world. And so they hammer the shite out of the swampers on it. It's beautiful.
