Why do people keep saying if it's a slap-on-the-wrist then it's anything goes and recruiting?
Are people that dumb it's been anything goes in recruiting for decades now and anyone who knows anything about recruiting already knows this.
Rampant cheating is going to happen until players get paid legally and that's just a fact and there's nothing wrong with it. Schools are going to cheat players are going to cheat cheaters will prosper and that's just how it is that's how it's going to be and the sooner people come to this realization the better they'll be

Barney Farrar was at the core of your Athletic Department. He created a systematic operation where he matched specific Boosters to top dog recruits and made sure they received impermissible benefits in exchange for an LOI in February. He was strategically placed in that position to ensure Freeze acquired the desired results on NSD. Freeze commended Barney on how much he "poured" into recruiting.

you sir, are being naïve. getting paid "legally" will not stop cheaters or even slo it down. why accept the "legal" pay when you can get more, much more from a different school.
and setting up a "legal pay system" might run half the colleges out of fielding football teams. many, if not most (numbers wise) schools lose their arse on football already. it very well could set up a system with only about 50 or 60 schools fielding teams (altho there may be more with "club teams").
what this "legal paying" players does is firmly establish college football as the minor league system of the NFL with the NFL not paying a fricking dime. I think it will change our system so much that it will turn off lots of fans. imo, if you are a fricking pro, take that LSU emblem off of your uniform, your are NOT LSU; just a hired gun.
