You can't drink all day if you don't start early.
That aside, it just sounds like one of those would be witty things one might think of when drinking, and just got to post it up the next day. I quit drinking about 7 years ago, but even I have done that a time or two, except I'd generally just go ahead and post it up at 3 or 4 in the a.m., or whenever else my drunk and addled brain thought about it.
edit: The real point is that it's just kind of a goofy comment.

Supposedly in the last year or so State police have decided to make an effort to enforce new left lane laws. But obviously they aren't everywhere and there's Still a lot of idiots. The laws are new.
