I seem to recall that the AD state that Fox would have a long rope due to how broken the program was... what did Florida do differently to become elite in Basketball?

Got lucky, at least imo. Billy Donovan is one of the best coaches in the game and decided to stay there for awhile. They had enough success at it that eventually it was a no-brainer to invest more in the program so that now they're better off even after Donovan is gone.
I don't think UGA can bet on that happening.
