Yea pretty hard to build that huge of an organization when you are constantly trying to break every individual and have everyone hate you. I think they want to make it look like everyone is afraid of Negan, which if that's the case they need to go a little deeper into him being a pyscho to give a reason for people to fear him so much.
But yeah real life I'd shot the MF in the head if I was Rick.
