UA's student enrollment has nearly doubled over the last 10-15 years, and it's been accomplished by recruiting out of state kids.
I don't really like it, and I have a neighbor whose daughter had a Presidential Scholarship offer and went on a visit. He said just about everyone they encountered gave him and his daughter the cold shoulder while they seemed to bend over backwards for the out of state kids on the visit. He's an alum and was so bothered by it he no longer joins the alumni association and gave up his Tide Pride tickets. His daughter is now at Auburn.

The state of Alabama also has two large public universities. Plus several smaller ones. A state of 5.7 million can't produce enough students. Had Alabama not switched to a policy of heavy out-of-state recruitment around 2000, the university would still be around 18,000 with slow growth.

That was Alabama's mission for years, and they had realistically maxed out enrollment at around 20,000 students. And let's face it, the Alabama education system is pretty crappy so they weren't getting that many exceptional students. Alabama wanted to bolster its national image as a better school, and to do that they had to target more out of state kids. They get more tuition $$, the bolstered image opens up more research $$ and endowments.
It's now at around 32,000 students, and truthfully the city of Tuscaloosa just doesn't have the infrastructure to support that many students. The tornado didn't help initially, but it has been sort of a blessing in disguise as recovery money has flooded the city which has been used to improve the infrastructure, though it's still a work in progress.
