Probably implying that climate change has had an effect, such as influencing the amount of rainfall. Effects like this do occur (recent California drought worsened up to 20% by climate change), but it is too early to tell with this flooding. However, more extreme floods, droughts, storms, etc. will occur as a consequence of climate change.
