Coker is at least a strong contender for #2 but I don't think he's anywhere close to as bad as chizik. He never went 3-9 or worse which chizik has done 3 times.
Take a look at his record since he left Miami. He just got fired at UTSA after going 26-32 there and 3-9 last season. He's probably worse than Chizick, he just happened to walk into arguably the most talented roster of all time.

Butch Jones has never won a preseason national title. I think you're getting him mixed up with Lane Kiffin, who won a preseason national title and a whole bunch of recruiting national titles at USC.

LaVell Edwards hasn't been brought up yet, has he? BYU's '84 championship is a sham. They didn't play a single Top 25 team and beat 6-6 Michigan to win the title.

They probably are the worst national champions ever but that doesn't mean Edwards was the worst NC coach. He won over 70% at BYU.

Larry Coker is easily #1. That 2010 Auburn team wasn't particularly talented outside of Cam, Fairley and their offensive line yet they were able to go undefeated against a brutally tough schedule. So Chizik deserves some credit. Coker contributed nothing to that Miami team. Anybody could have won with all of the NFL talent that team had.

Playing who though? Boise St. had a great winning percentage with Chris Petersen, but it's not like he's murdering it at Washington, which ostensibly should be a much easier place to recruit to and wasn't a barren cupboard after Sarkisian left for USC. Succeeding at a school with money that plays a bunch of schools without money isn't exactly impressive, but 70%< is still a pretty impressive feat. I just think it's ridiculous he was awarded the title in the first place.
