.People begging for money every where you go. - check.
.Poor quality proteins they have to drench in spices to trick idiot tourists. - check.
.Foreign language, or some type of inaudible quickly muttered peasant-English. - check.
. cheap colored jewelry being peddled by street vendors. check.
. Strong warnings to tourists not to leave the heavily policed safe zones. - check.

I've noticed Alabama fans are staring its third world yet this is coming from people who live in Alabama.

Things about Alabama
If you have the most teeth in your town you are considered snobby.
If you have a double wide, you are rich.
Chances are you are dating a family member.
Most tide fans have no clue where Tuscaloosa is.
Electricity is a luxury.
Tide fans think UA has won 25 NC in football.

Strangely, they don't really "beg" or otherwise panhandle for money per se in New Orleans. They offer to "bet" you $10 if they can guess something about you (e.g., "I bet I know where you got your shoes," or "I bet I know how many kids your momma had"). Technically, you're still getting hustled by them, but the panhandlers seem to feel that they are actually earning their pay this way, much like the street musicians earn tips, etc.
