No. They're voted in by coaches, players, and fans. That can lead to bloc voting, which could get a player from a certain team in, but it's not a requirement.

no, and if you think the reason that Cooper is in the Pro Bowl is because no other Raiders were selected, then you dont know shite about the NFL. Oakland has one of the best players in the whole league.
