admittedly I haven't read the article so im probably missing something, but in case im not, how can you fine someone that much money for refusing to let others do shite on their property?

Basically they were renting out their barn as a venue and it's considered a business. That means they'd fall under the umbrella of local discrimination laws at that point because it's considered a business.
