That's a good question. I think it would be a lot cleaner if you could build in an addition to every player's cost of living stipend that is basically the school buying the right to sell a player's jersey with their name on it. It would end up being a small amount, but at least it's something.

If the school wants to continue selling the player's jersey after graduation, the school and player can negotiate royalties.

Yea I agree that would be a lot easier way to do it. And (even though I hate this word sometimes) more "fair" because you could also reward the players who aren't going to sell stuff through no fault of their own. That starting QB or RB may not look near as good without the O-line paving the way for them but you aren't gonna see many O-lineman jerseys on gameday. Building more money in as part of their stipend would prevent them from getting screwed when noone buys their jersey.
