That's not what they said.
The report indicated that states that spend more resources "fixing" things after the fact (e.g., police protection, correction, borrowing), rather than preventing issues before they occur (education and preventative care), showed a strong correlation to corruption. Nowhere did they make a "correlation equals causation" argument.
I can say from personal experience that about a year ago, I transferred from a job in my home state (Texas) to a state that is ranked very high on the corruption list. The things I've seen--from a fiduciary standpoint (as compared to how spending was handled in my previous position)--are enough to make your skin crawl. That's not meant to be an insult, it's the flat-out truth. I'm still adjusting. And breathing deeply.

I know in Mississippi it is impossible to have a female circuit court clerk that doesn't embezzle the shite out of some money. Seems like a different one gets busted every month.

Louisiana is easily the most corrupt state in America. I don't see how it's even debatable.

Wrong, The clear winner is massachusetts. The commonwealth is so corrupt at the govt level that they don't' even investigate it.

The number of convictions is high because the exposure is high. MS has very good people auditing all over this State and they are ruthless at finding money mishandlings. Simply being not good at your job can get you landed in Jail and convicted of embezzling, because if you can't provide documentation then guilt is proven.
Also, the State of Mississippi needs every dime it can get, so the State Auditor's office is all over everything. The fact that we have a high number actually means we are far less corrupt.
True and well-seeded corruption doesn't get caught and is much more previlent in many other states.
