I don't speak legalese, but you stated that "Sarah" should press charges. It seems that is what is happening. I don't see anything about the state/county/city doing a thing.

Suing someone in civil court is not "pressing charges."

Pressing charges is when someone has you arrested and charged with violating a law.

Only the state can bring an action to proescute for crimes. Sarah is bringing a tort action which only allows for money recovery and no possibility of jail time/criminal penalty.
