Otherwise those programs would always be on top. But the continuation of that quote pretty much suggests he sees it that way as well. I mean, he did coach at UF afterall.
To be fair, Florida wasn't established before Spurrier took over.

But it was always viewed as the "next big program" As early as the 1970s, Coach Bryant was telling everyone that would listen that if UF got the right coach "we'd all be chasing them".
