I think that's the point. There are no academic scholarship, at least I'm aware of, that set for four years.

Why would the NCAA want to mandate an extra benefit to student athletes that is not there for the student body at large? If they make football schollies for 4 years then they should be required to make all of the other sports and academic schollies 4 years as well.

There are academic scholarships which are for four years. There is one stipulation-the student has to maintain a specific GPA. I don't know the exact language, but there are also some requirements of athletes to maintain their scholarships. They can't skip practices and workouts and still get the free ride.
To me the four year academic and athletic scholarships are the same. If you work hard and do what's expected, you will have earned a four year scholly.
