This is a hypothetical of course, but it's certainly within the realm of possibility. Arkansas deserves to be in the sugar bowl, but bowls select based on revenue, not on-field performance. Arkansas would obviously bring more money (because LSU fans are cheap), but I wouldn't be sure that the people making the choices have any clue about College football. They see LSU (national champion, powerhouse) They see arkansas they see middle of the road.

I'm going to watch some of Michigan State's games and look up their stats to see what I think about the match-up.
