The NCAA's latest statements just encourage

schools not to self report. If you self report then you are going to rack up the violations. If you just keep quiet and even fight the process then your violations will be cut down to just a few that they can absolutely prove. Bama has bent over backwards to self report and all it's gotten them are more violations that the NCAA can use against them in the future. The NCAA speaks out of both sides of it's mouth when it says if you self report the sanctions will be less.
ALL schools have violations and boosters who break the rules so it's not just Bama cheating. I personally know AU and other school's players who's families received money in brown paper bags.
USC and Ohio State have the right idea. Never self report and stall the investigations until the NCAA just gives up.

I have an idea. Why not better "self-police" yourself rather than getting into a position of having to "self-report"? Pretty simple stuff to me but then I have always tried to follow the rules are work to change them.

Let's not get ahead of ourselves. Our team screwed up. You don't get off the hook just because you told on yourself.

Sit back and think about that. If the penalties are the same then why would you EVER turn yourself in? To encourage self reporting and not using your self reporting against you then you have to give benefit to do that.

You self report incidents because it let's them know you're, as a program, on the altruistic approach... Let's them know you don't take cheating lightly, and have a zero tollarance policy.
If they think of you as a team that sweeps things under the rug, then they'll slam you when you do something particularly bad. This last situation wasn't at the coaches' hands but by players.
Comply comply comply. Alabama has no slack on the rope left. Walk the freaking line. You do it for your team's sake. Their punishment sucked, but it could have been worse.
We don't have to like the way they "judge" but we BETTER accept it.
