NEW: The NCAA FBS Oversight Committee did not approve a proposal that would have required leg coverings.

Are they saying the receiving team can kick immediately after a fair catch, because I thought that was already possible.

This free kick is from the line of scrimmage, not 7 yds back like a usual field goal. Also, no snap needed and the defense can’t really rush

So basically, if a team punts from their end zone up 2, the returner can fair catch at the 35 and it is a 45 yd free kick instead of a 52 yd FG try

I believe Doug Flutie executed the last drop kick in the NFL about 15-20 years or so ago.

FG kickers are getting good enough so a fair catch on a really windy day could wind up within their range.
