Have the player & the school agree to a set transfer fee as part of their pay package.

what is needed...........
if you sign out of HS, you sign a two year deal.
After that, you get one free transfer.
Any transfer after that, you sit a year.

Agreed. But the direction this has followed indicates that there won’t be any limits to a players ability to move if he wants to move.

Add in. If a coach leaves, you can transfer. You have to set a year if you follow coach.

Fee to whom? The NCAA? The Government? Who gets this money and what will be done with it?

Exchange between the collectives. The payee uses the $ to find other players

NIL cap per player. But unlimited transfers

Obviously needed, but who is going to collectively bargain for the players?

Idk. But that’s why I just enjoy CFB as a whole now with no favorites. It’s funner this way

the problem with that, schools will just pay under the table like the good old days.

You could use it to pay for women teams and men’s wrestling.
