Imagine being USC, splurging for a #1 high school class this year only to watch the carnage in the portal a month later. 80% of that class will get paid big bucks to sit on the bench and then portal out next year.
Seems like the play is get your cheap 3 and low 4-stars from high school and develop them. Gamble big money on a few "can't miss" high school prospects. And then pay for production at positions of need in the portal.

Agreed. Signing highly ranked high school players outside of immediate impact players (like 5 star RBs or 5 star WRs) is largely a questionable at best use of money.
