Better question is if they’re an eligible team why do they get left out, besides being named James Madison ?

5 highest ranked conference champions get a bid. The ACC champ is unranked.

they are going to have to change the 5 highest ranked conference rule to 4. The conferences keep realigning so fast they can't keep up with it

What does conference realignment have anything to do with anything in this context

They made the rule 5 to include the G5. The G5 has to be included in the CFP otherwise they’ll face lawsuits. It’s a feature not a bug
They just never expected the ACC champ to be unranked

Because these were the adopted rules.

last years CFP had 5 power conference auto bids. Then the PAC blew up so they changed it to the 5 top ranked conference champions but there really is only 2 power conferences now and 5 autobids based on conference is too many.

Well once you grow from a kitten to a house cat, subtle nuances will make more sense.
