Bay County, Florida should easily be in the top 32. The county govt has been so next level corrupt for decades, and have screwed the people out of so many opportunties, not to mention persecuting the people every chance they get, included during hurricanes

Harrison County is well-run. The whole Coast is, really, but there are some counties (not Harrison) where some questionable things go on.

Every movie you have ever seen where the county sheriff was the boss, and his word was law, was about Catoosa County, Georgia.
J.D. Stewart ruled, and everyone loved him...except the lawbreakers.
Now, J.D. might look the other way for a bit of whiskey, gambling or prostitution. However, robbing, raping, and God help you if you hurt children.
J. D. and his 4-speed Trans Am. J.D. died from a heart attack during a high speed chase with a suspect.
