And why is it never used to describe anything but weather?

I say Adjective, ie... weather can be the subject of a sentence, and inclement is the descriptive. Some weather deserves it's own descriptive word.

An adverb is used to describe a verb - example: The cat was running quickly

An adjective is used to describe a noun: inclement weather.

So, it's an adjective.

I dunno why it's never used to describe anything but the weather. Maybe because it doesn't sound so good with many words beside weather.

I don't think that hand belongs to the player on the left. Looks like just a hand shooting up into the frame, one-fingering a jumbo frank wrapped in a dinner roll.

But if that hand belongs to someone else, where's his head?
