Even? No, but it gets closer. Puts a premium on evaluation since every team will be capped at 34 players. NIL is still going to be a major distinguishing factor though.

One VERY important clarification is that teams can spread 18 scholarships, for instance, over 34 players. Yes, you can give out 34 fulls, but you can also increase from 11.7 to 18-20, and then spread that over 34 players.
One mid-major coach just told me: "That makes this situation way, way more doable for mid-majors."

I'm confused. If you can give out 34 schollys why would you only give 18-20?

My interpretation is that this might be used in conferences that cannot afford the full compliment of 34 scholarships, but want to expand beyond the current 11.7 limit

Time to drop some sports, way too expensive to meet the limits in non revenue sports.

Unfortunately probably not. UA has refused to go as far as waiving out of state tuition for players even when it was fully legal to do so. They will expect boosters to pay
