The fastest was O. J. Simpson while he was @USC. He ran the 40 in 3.6.
The fastest AND strongest was Herschel Walker while he was @UGA. He ran the 40 in 4.3, and bulldozed the field while in the process!

He must have had a Pratt & Whitney at his back since the fastest 40 in the history of the NFL combine is 4.22.
