I don’t even know any context where 16 and 23 year olds who aren’t family would spend significant social time together.

This.
When I got to college I stayed within college age. Now sure as a high school senior we went out with sophomores and juniors but that was normal. You don’t think about 16-17 being too young until after you graduate high school
