People talk about non-conference rivalries still playing like Florida-Florida State, Georgia-Georgia Tech, and South Carolina-Clemson trying to compare that to LSU-Tulane fail to take into account the fact that all of those other schools are state insitutions, not private. All of those other rivalries have champions in their respective legislatures that would never let them die.
Tulane made two big mistakes by de-emphasizing football and quitting the SEC but what hurts them the most was their decision to prioritize attracting and serving out-of-state students. That may have helped its academic reputation nationally but did little to engender local fan support. They've left themselves with no one to fight for them.

I’ve lived in Louisiana my whole life and have never met someone that went to Tulane for undergrad. I know only a handful of people that went to law school there. They mine as well move the school to the east coast so most of the students will be closer to home
