The UL system has two equal branches (Lafayette and Monroe) and no main campus. No "flagship" there! LA Tech is under the same Board as the UL campuses.
LSU, with its own Board, is the Flagship university in the state.

That’s just incorrect. The Louisiana State Senators has the ability to grant scholarships to any individual of their choosing to the flagship of the state which is Tulane. Go look at the Louisiana constitution & history of this.
