The justification for the no call was that Kris Frost didn't make the tackle by the horse collar. His hand was on Manziel's arm and you can tell by the gif that he is taken down not by his hand on the jersey but his hand on Manziel's arm.
NCAA rule changes in 2008 say that a horse collar tackle is made when the defender grabs the inside of the shoulderpads (I guess jersey counts) and drags the player all the way to the ground by this method. As pointed out earlier, Frost did not drag him all the way to the gorund by the shoulder pads but spun him around using his arm. Ergo, proper call

If you go by the NFL rulebook, it was a clean play. Now NCAA rules vary slightly in many instances from the NFL, so the NCAA may include just grabbing the shirt collar. Either way I think it was a good no call.
There have been a few plays against AU, I think against either Mason or Marshall in the MSU game, and maybe one in the Ole Miss game, and they were not called.

Anyone have a gif of Tre Mason on these two runs...he just barrels under a couple defenders and Prosch for the first down and lays across Desmukes for that final touchdown.

correct, the jersey is included in the HC def. but if it isnt the sole means of the tackle, its not a horse collar

thats because they see one part of the definition in the rule book and go with it. They dont look further for the qualifiers

I don't know how y'all watch that replay and don't see a horsecollar. Yes, Frost let go on the way down, but we got away with one. I couldn't care less because that's not what lost Texas A&M the game, but he has his fingers inside the shoulder pads and dragged him down to start the tackle.
That could've been easily called, and if that was A&M's LB tackling Marshall like that, we all would've been irate, too. Just sayin'.

In the NCAA, a horsecollar tackle is not "starting a tackle" but the complete tackle from start to finish that is made by dragging a player down by the collar of his shoulder pads.
